OTTAWA — The RCMP has cleared federal employees — past and present — involved in the high-profile loss of a portable hard drive, telling the department at the centre of the breach that the force will not launch a criminal investigation.

Human Resources and Skills Development Canada said an internal investigation into the incident found “no indication” the hard drive was stolen. The loss of sensitive, personal information on 583,000 Canadians is the largest privacy breach for the federal government over the last 10 years.

The department has searched unsuccessfully for the device since November. Internal documents obtained by Postmedia News under the access to information law suggest the department’s investigation went wider than simply interviewing workers at its national headquarters, and included a full physical search of the building and a digital search of the email accounts of four workers.
